What is the Ventura County Short Range Transit Plan?

The Ventura County Short Range Transit Plan (SRTP) is a short-range planning document that guides future services, operations, and capital investments over the next ten years. The 2025–2034 SRTP incorporates socioeconomic data, community feedback, and local transit solutions—placing emphasis on inclusion of disadvantaged and underserved communities—to create a more equitable transit future for all.

Santa Paula & Fillmore Route Recommendations

Route Highlights

  • Santa Paula: Redesign fixed-route services with regular all-day service; make routes more direct and extend coverage to North Ojai Rd and the Harvest at Limoneira development.
    • Concept 61: Primarily along Main St between Harvest Development and Santa Paula West Mobile Home Park.
    • Concept 62: Loop serving Santa Paula High School and Santa Paula Hospital.
  • Fillmore & Piru: Combine the existing Fillmore loop with the Fillmore–Moorpark route to provide more single-seat rides.
    • Piru (proposed Route 65) and Fillmore–Moorpark (proposed Route 66) make additional stops in Fillmore.
    • Piru Route expands to serve Heritage Grove.
    • Frequencies: Fillmore–Moorpark and Piru hourly; Santa Paula every 40 minutes.
    • Span: Weekdays 6:00 AM–8:00 PM; Weekends 8:00 AM–6:00 PM.
    • The current Fillmore loop route would be discontinued.

  • Many existing stops are maintained.
  • Up to 9 new stops can be served immediately with signage.
  • Up to 18 new stops may warrant some sidewalk improvements but could be served immediately.
  • Up to 5 new stops may require more extensive construction.
  • Stops proposed to be discontinued are within a short walk of a remaining or new stop.

Other Program Changes

  • Dial-A-Ride: Introduce tiered pricing—premium pricing for general public DAR trips within fixed-route areas to encourage use of expanded fixed routes.
  • Scheduling: Serve non-ADA trips within the fixed-route area on a space-permitting basis to preserve capacity for ADA-certified riders.
  • Goal: Increase ridership, simplify the network, and improve reliability and coordination.
